Overall Structure of Indian Civil Services and its Examinations

The recruitment landscape for government jobs in India is structured across different levels, primarily the Central and State governments, with various commissions and organizations responsible for conducting examinations.

 

Central Government Level:

  • Union Public Service Commission (UPSC): The premier central recruiting agency responsible for conducting examinations for prestigious Group 'A' and Group 'B' gazetted posts in various central government services.

    • Civil Services Examination (CSE) for gazetted positions in the central services: This is the most sought-after examination, recruiting for the All India Services (IAS, IPS, IFoS) and various Central Services (Group A and Group B).

      • Exam Structure: As detailed previously, it comprises three stages: Preliminary Examination (objective type), Main Examination (descriptive type), and Personality Test (Interview).  

      • Services Recruited Through CSE (Examples): Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), Indian Revenue Service (IRS - Customs & Indirect Taxes), Indian Revenue Service (IRS - Income Tax), Indian Audit and Accounts Service (IA&AS), Indian Railways Management Service (IRMS), Indian Trade Service (ITdS), Indian Defence Accounts Service (IDAS), Indian Corporate Law Service (ICLS), etc.  

      • Eligibility: A bachelor's degree from a recognized university. Age limits and number of attempts vary based on category.

    • Indian Forest Service Examination (IFSE): A separate examination conducted for recruitment to the Indian Forest Service, an All India Service responsible for the management of forests, wildlife, and environment.

      • Exam Structure: Similar to CSE, it has a Preliminary Examination (candidates qualifying through CSE Prelims are eligible), Main Examination (with a focus on forestry and related subjects), and a Personality Test (Interview).

      • Eligibility: A bachelor's degree with at least one of the subjects: Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology; or a Bachelor's degree in Agriculture, Forestry or in Engineering of any of the Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956.  

    • Engineering Services Examination (ESE) (IES - Indian Engineering Services): Conducted for recruitment to engineering posts in various technical arms of the central government.

      • Branches: Civil Engineering, Mechanical Engineering, Electrical Engineering, Electronics & Telecommunication Engineering.

      • Exam Structure: Preliminary Examination (objective type), Main Examination (descriptive type), and Personality Test (Interview).

      • Services Recruited (Examples): Central Engineering Service, Indian Railway Management Service (Engineering Cadre), Central Water Engineering Services, Indian Defence Service of Engineers, etc.

      • Eligibility: A degree in Engineering in the relevant discipline.

    • Combined Medical Services Examination (CMS): Conducted for recruitment to medical officers in various central government organizations.

      • Services Recruited (Examples): Assistant Divisional Medical Officer in the Railways, Medical Officer in various Central Government Health Schemes, etc.

      • Exam Structure: Written Examination (objective type) and Personality Test (Interview).

      • Eligibility: A degree in Medicine (MBBS).

    • Central Armed Police Forces Examination (CAPF) (Assistant Commandants): Conducted for recruitment to the post of Assistant Commandants in various Central Armed Police Forces.

      • Forces Included: Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB).  

      • Exam Structure: Written Examination (objective and descriptive type), Physical Standards Test/Physical Efficiency Tests, and Interview/Personality Test.

      • Eligibility: A bachelor's degree from a recognized university.

    • Indian Economic Service/Indian Statistical Service Examination (IES/ISS): Separate examinations conducted for recruitment to the Indian Economic Service and the Indian Statistical Service, catering to economic planning, analysis, and statistical roles in the government.

      • IES Eligibility: A postgraduate degree in Economics/Applied Economics/Business Economics/Econometrics from a recognized University.

      • ISS Eligibility: A Bachelor's degree with Statistics/Mathematical Statistics/Applied Statistics as one of the subjects; OR a Master's degree in Statistics/Mathematical Statistics/Applied Statistics/Econometrics/Mathematical Economics.  

      • Exam Structure: Written Examination (descriptive type) and Interview/Personality Test for both services.

    • Combined Defence Services (CDS) Examination: Conducted for recruitment to the Indian Military Academy (IMA), Indian Naval Academy (INA), Air Force Academy (AFA), and Officers' Training Academy (OTA).

      • Exam Structure: Written Examination (objective type) followed by Service Selection Board (SSB) interview for shortlisted candidates.  

      • Eligibility: Varies depending on the academy, generally a bachelor's degree is required.

    • National Defence Academy (NDA) and Naval Academy Examination: Conducted for recruitment to the National Defence Academy (Army, Navy, Air Force wings) and the Indian Naval Academy.

      • Exam Structure: Written Examination (objective type) followed by Service Selection Board (SSB) interview for shortlisted candidates.

      • Eligibility: For Army wing: 12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University. For Air Force and Naval Wings of NDA and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy: 12th Class pass with Physics and Mathematics.  

  • Staff Selection Commission (SSC): Responsible for conducting examinations for recruitment to non-gazetted Group 'B' and Group 'C' posts in various ministries, departments, and organizations of the central government.

    • Combined Graduate Level (CGL) Examination for non-gazetted posts in various ministries, departments, and organizations of the central government: Recruits for a wide range of posts requiring a bachelor's degree.

      • Posts (Examples): Assistant Section Officer, Inspector of Central Excise, Income Tax Inspector, Auditor, Accountant, Upper Division Clerk, etc.

      • Exam Structure: Tier-I (Computer Based Examination - Objective), Tier-II (Computer Based Examination - Objective), and Tier-III (Pen and Paper Mode Descriptive Paper - Essay, Precis, Letter Writing), and Tier-IV (Computer Proficiency Test/Data Entry Skill Test, wherever applicable).

    • Combined Higher Secondary Level (CHSL) Examination: Recruits for posts requiring a 12th standard pass.

      • Posts (Examples): Lower Division Clerk (LDC)/Junior Secretariat Assistant (JSA), Postal Assistant (PA)/Sorting Assistant (SA), Data Entry Operator (DEO).  

      • Exam Structure: Tier-I (Computer Based Examination - Objective), Tier-II (Descriptive Paper), and Tier-III (Skill Test/Typing Test).

    • Junior Engineer (JE) Examination: Recruits for Junior Engineer positions in various government departments.

      • Exam Structure: Paper-I (Computer Based Examination - Objective) and Paper-II (Descriptive Paper).

    • Multi Tasking Staff (MTS) Examination: Recruits for Multi Tasking Staff (Group 'C' non-gazetted, non-ministerial posts) in various central government departments.

State Level:

  • State Public Service Commission (SPSC): Each state in India has its own Public Service Commission responsible for recruiting candidates for various civil services within the state. The nomenclature of the examinations and the services recruited may vary from state to state.

    • State-level civil services exams, including Provincial Civil Services (PCS) exams, for recruitment to various administrative positions within the state: These are analogous to the UPSC's CSE but operate at the state level, recruiting for administrative roles within the state government.

      • Services (Examples - Names may vary): State Administrative Service (SAS), Deputy Collector, Sub-Divisional Magistrate, Block Development Officer (BDO), etc.

      • Exam Structure: Generally follows a pattern similar to the UPSC CSE with a Preliminary Examination (objective), Main Examination (descriptive), and an Interview.

    • State Police Services Examination for recruitment to various positions in the state police services: Recruits officers for the state police force.

      • Services (Examples - Names may vary): Deputy Superintendent of Police (DSP), Assistant Commissioner of Police (ACP).

      • Exam Structure: Typically involves a written examination, Physical Efficiency Test (PET), Physical Measurement Test (PMT), and an Interview.

    • State Subordinate Services Examination for recruitment to various subordinate positions in the state government: Recruits for clerical and other non-gazetted posts within the state government departments.

      • Posts (Examples - Names may vary): Assistant, Clerk, Junior Assistant.

      • Exam Structure: Usually involves one or more written examinations (objective or descriptive) and sometimes a skill test (like typing).

 

Other Exams:

  • Banking and Insurance Exams: Conducted by various Public Sector Banks (PSBs) and insurance companies (like SBI, IBPS, LIC, etc.) for recruitment to different positions such as Probationary Officers (PO), Clerks, Specialist Officers (SO), and Assistants.
